L'influence de la gouvernance territoriale sur le processus de création de valeur publique : analyse de la performance d'une politique publique à valeur sociétale

Abstract

Lier la gouvernance à la performance implique d'élargir la vision de la gestion de la performance dans le secteur public bien au-delà de la perspective traditionnelle de l'administration publique produisant des résultats de service public comme étant simplement le résultat d'une « boîte noire ». Cette approche combine différentes écoles de pensée qui rapprochent la gouvernance et la performance. Elle met l'accent sur la nécessité de mesurer les résultats et les effets d'une politique, mais aussi d'examiner comment la coordination de différentes organisations affecte la réalisation des objectifs prévus. Cette communication cherche à comprendre comment le processus de création valeur influence-t-il la performance d'une politique publique multi acteurs ? Pour répondre à cette problématique, une étude de cas a été menée au sein de deux régions françaises. Trente entretiens semi-directifs ont été réalisés en 2019. Les résultats obtenus ont permis de démontrer l'existence d'une influence de la gouvernance territoriale sur le processus de création de valeur de la politique évaluée. L'approche qualitative souligne une performance nuancée par la nature de la gouvernance territoriale à savoir une gouvernance passive et ouverte. Nous mettons en exergue des critères ayant un effet négatif sur le processus de création de valeur de la politique. Cet effet peut amoindrir la performance de la politique et in fine la valeur publique.
