Théorie du producteur en présence de rationnements : application aux quotas laitiers en Europe

Abstract

Le premier objectif de cet article est de fournir un cadre théorique cohérent d'analyse d'une politique de contrôle de l'offre par les quantités, c'est a dire d'une politique de "gestion de l'offre". L'endogénisation des prix duaux associes aux biens contraints permet en effet de caractériser l'équilibre avec rationnement sur la base de la connaissance des comportements à l'équilibre sans rationnement. Il est ainsi possible d'évaluer la quasi-rente associée a un quota de production et d'identifier les principaux déterminants de cette quasi-rente : niveau du quota, prix des produits et facteurs variables, progrès technique.... L'application au cas du quota laitier pour les deux principaux producteurs de la CEE, France et République Fédérale d'Allemagne, montre que les niveaux de la quasi-rente sont sensiblement différents et que les contributions relatives des facteurs varient également entre les deux nations.
