Maîtriser l'offre de lait : le cas français, à travers les simulations du modèle MAGALI

Abstract

[eng] The MAGALI model was built mostly to test alternative price policies, their influence on supply of the various commodities. In the short-term, structural situations are rigid and constrain short-term supply. On account of the inertia of the French production set-up, price policies appear poorly suited to bring about a rapid response to an over-supply. Drastic price reductions would be needed to obtain production adjustments within acceptable time-lags. Such reductions would often be politically unbearable on account of their income effects and they could durably affect the French production capacity. These policies are compared with production quotas in the case of milk. [fre] Le modèle MAGALI a été construit essentiellement pour tester les effets de politiques alternatives de prix sur l'offre des principaux produits agricoles. . A court terme, les structures présentent des rigidités et constituent une contrainte. Cette inertie explique que la politique des prix soit peu apte à modifier rapidement une situation d'excédent de l'offre. Pour que l'appareil de production réagisse dans les délais «acceptables» des baisses de prix drastiques seraient nécessaires à court terme. Mais celles-ci sont souvent politiquement inacceptables en raison de leur effet immédiat sur le revenu et risquent de compromettre durablement les capacités de production française. Ces politiques sont comparées à un contingentement de la production dans le cas du lait.
