Impacts of the common market organization for bananas on European union markets, international trade, and welfare

Abstract

Le 1er juillet 1993, l'Union européenne (UE) a mis en place une Organisation commune de marché (OCM) dans le secteur de la banane. Cette OCM remplace l'ensemble des politiques nationales antérieurement en vigueur dans les différents Etats membres. L'objectif de cet article est d'analyser les effets de cette OCM sur les marchés communautaires et sur le marché mondial de la banane. Les auteurs proposons tout d'abord une analyse graphique du fonctionnement du marché mondial de la banane, avant et après la mise en oeuvre de l'OCM. Puis ils évalent, à l'aide d'un modèle d'équilibre partiel du marché mondial de la banane, les effets de la nouvelle politique communautaire sur les prix intérieurs et mondiaux, la structure des importations de bananes de l'UE (en provenance des pays latino-américains, de la zone Afrique-caraïbes-Pacifique-ACP-et des zones productrices de l'UE), la consommation des différents États membres et le bien-être des consommateurs et des producteurs. Les résultats de simulations suggèrent que le marché communautaire de la banane est légèrement plus ouvert avec l'OCM que dans le régime antérieur.
