Abstract

This paper analyses international coordination in the European Union. We consider the cereal trades as an example and we point up the differing interests between France and UK, which are the first exporting countries in the U.E. Using the theoretical concepts of cooperative games, we show how the sustenability of an agreement depends on : o the form of the objective function for each country (we discuss the relative weight for the producers). . the choice of the policy instruments in order to limit the cereal productions (namely the levels of set-aside and countervailing supports). . the participation of each country to the FEOGA budget. Pay-offs are calculated from an intermediate-run international model (AROPAI INRA/ESR, Grignon) in order to give some quantified results in a sectorial approach.
