Sfax and ICT-based knowledge economy

Abstract

Il est largement admis que nous vivons aujourd'hui un nouveau paradigme technologique basé sur les TIC. Dans ce cadre, la compétitivité d'un pays, d'une région ou d'une entreprise dépend de sa capacité à diffuser les « best practices » associées à ce nouveau paradigme technologique. De ce fait, loin de rendre l'espace homogène comme le pensent certains spécialistes, la géographie économique montre que le NPT basé sur les TIC, a débouché sur une économie mondiale articulant moins des ensembles nationaux homogènes que des foyers d'accumulation et de croissance infranationaux, des régions, des villes et des métropoles. On assiste, également, à une montée des réseaux « horizontaux» entre méga-villes donnant naissance à une économie d'archipel où se concentrent non seulement la compétitivité, mais aussi les inégalités. Le développement n'est plus à la portée de tout le monde tant pour les pays développés que pour les pays en développement puisque un nombre croissant de leurs territoires se trouvent marginalisés et déconnectés de l'économie d'archipel contrairement à certain d'autres qui voient leur attractivité et leur connexion se renforcer. A ce propos, on va s'interroger dans ce papier, sur la capacité et le potentiel de la région de Sfax, l'une des régions les plus dynamiques dans l'économie tunisienne, à diffuser le nouveau paradigme technologique basé sur les TIC et de se connecter à l'économie d'archipel. Le travail se base sur une enquête faite en 2010-2011 sur 61 entreprises de la région. 2
