Algunas propuestas para una revisión de la política de infraestructuras

Abstract

En este trabajo se argumenta que es necesario establecer mecanismos que hagan posible una planificación integral de las infraestructuras, con una visión de conjunto y no unimodal, así como la selección de proyectos en base a una evaluación rigurosa de sus costes y beneficios sociales. Se aboga también por poner más énfasis en el mantenimiento de las redes ya existentes y por una política de financiación y tarificación basada en el pago por uso y la corrección de externalidades.
