Abstract

Si algo demuestra la historia de los servicios públicos de acueducto, alcantarillado, electricidad, gas y comunicaciones alrededor del mundo, es que el origen de buena parte de los problemas a los que se enfrentan las sociedades para proveerlos en fomra eficiente no está relacionado con la escacez de recursos económicos sino, sobre todo, con la ausencia de instituciones que permitan balancear efectivamente en el tiempo los intereses, mucha veces contrapuestos, de los principales actores del sector (inversionistas, gobiernos, políticos y consumidores).
