El bono social en energía: análisis y propuestas

Abstract

Este trabajo se concentra en analizar cómo se definen e implementan actualmente las ayudas a los hogares vulnerables, evaluando quiénes las están recibiendo y proponiendo un cambio de enfoque con el propósito último de facilitar mejoras en la evolución de los indicadores de pobreza energética. En este sentido, desde el punto de vista del análisis del bono social hay dos cuestiones distintas. Por un lado, los criterios de identificación de los hogares en situación de vulnerabilidad que son objeto de la medida. Por otro lado, cómo se canaliza la transferencia de renta que permita ayudar en la reducción de esa vulnerabilidad de esos hogares. Este trabajo analiza y hace propuestas en los dos ámbitos.
