Principios para Tarificar la Transmisión Eléctrica (Principals for the price fixing of electricity transmission)

Abstract

El propósito de este artículo es establecer los principios económicos que deben regir el cálculo de las tarifas de transmisión de energía cuando se utiliza el modelo tradicional de peak-load pricing para tarificar la energía y la potencia. Los sistemas de transmisión cumplen tres funciones distintas: transportar energía, sustituir capacidad de generación y aumentar la competencia en el sistema. Si sólo se considera la primera función, establecemos que los costos marginales de largo plazo deben ser absorbidos por los generadores con el fin de dar las señales correctas de inversión, mientras que el costo fijo debe recaer sobre los beneficiarios de la transmisión, normalmente los consumidores (suponiendo que la competencia elimina las utilidades en la industria de generación). Cuando el sistema de transmisión permite disminuir la capacidad instalada de generación o aumentar la competencia del sistema, los beneficiados son los consumidores quienes debieran soportar el costo del sistema, aunque a veces el pago directo lo realizan los generadores.
