Precio regulado de la leche : ineficiencias, costos y alternativas

Abstract

El sector lácteo en Colombia se encuentra en una coyuntura que requiere la acción decidida por parte de todos los participantes de la cadena productiva y del gobierno. Por una parte, aunque hay una gran heterogeneidad en el desempeno de los productores a lo largo del país, los indicadores sectoriales muestran un rezago importante en materia de productividad. Por otra parte, el sector ha sido objeto de un conjunto de políticas que no han sido coherentes ni compatibles con un esfuerzo por aumentar la competitividad del sector, entre los que el precio regulado del litro de leche juega un papel fundamental. Estas circunstancias adversas se han agudizado con el panorama de apertura comercial, en particular con la implementación gradual de los acuerdos de libre comercio con Estados Unidos y la Unión Europea. La entrada de derivados lácteos provenientes de estos socios comerciales ha aumentado significativamente en los últimos anos, poniendo de manifiesto las debilidades de la cadena. Ante la irreversibilidad del ingreso de estos productos al mercado nacional, se deben replantear las políticas implementadas hasta ahora y redireccionarlas de forma estratégica para impulsar la competitividad que el sector no ha logrado alcanzar. Las experiencias nacionales e internacionales de éxito en este propósito sirven como ejemplo para iniciar esta tarea.
