La Guajira y el mito de las regalías redentoras

En este trabajo se analiza la estructura económica del Departamento de LaGuajira y su evolución reciente. Debido a sus singular idades geográficas,históricas y culturales, para entender la situación social y económica deldepartamento es necesario hacer un recuento, así sea sucinto, de las mismas. Enel documento se hizo un análisis de las regalías de carbón y gas, capitalizandosus valores anuales en el año 2005, para poder ponderar su efecto global sobre elingreso de largo plazo. El resultado muestra que el atraso económico de LaGuajir a antes del gas y el carbón era tan grande que el rápido desarrollo de unsolo sector no es suficiente par a dinamizar toda la economía y as í producir unbuen nivel de bienestar para sus habitantes. Por ultimo, se estudia la situac ión delcapital humano guajiro, en cuanto a cobertura y calidad, enfatizando la relaciónestrecha entre este y la etnicidad.
