La Guajira y el mito de las regalías redentoras

Abstract

Se analiza la estructura económica del Departamento de La Guajira y la evolución reciente. Debido a sus singularidades geográficas, históricas y culturales, para entender la situación social y económica del departamento es necesario hacer un recuento, así sea sucinto, de las mismas. Se hace un análisis de las regalías de carbón y gas, capitalizando los valores anuales en el año 2005, para poder ponderar el efecto global sobre el ingreso de largo plazo. Se estudia la situación del capital humano guajiro, en cuanto a cobertura y calidad, enfatizando la relación estrecha entre este y la etnicidad.
