Abstract

Este documento presenta la evaluación de impacto del programa piloto Mi Primer Empleo Digno (MPED) - un programa activo del mercado laboral que brindó capacitación y pasantías pagadas a jóvenes de bajos recursos económicos desde Enero de 2009 hasta Junio de 2012 en las principales ciudades de Bolivia. Aprovechando las discontinuidades generadas por el sistema de selección del programa, utilizamos un diseño de regresión discontinua fuzzy (FRDD) para estimar el efecto de tratamiento local promedio (LATE) de aquellos que cumplen las reglas de selección de MPED sobre la empleabilidad post-programa medido como participación post-programa, empleo, probabilidad de empleo “formal” e ingresos laborales post-programa. En el documento encontramos que aquellos que cumplen con los criterios de selección del programa han aumentado su participación, empleo y probabilidades de empleo “formal” pero solo temporalmente -i.e. nuestras estimaciones LATE son estadísticamente significativas un trimestre después que el programa haya terminado; pero encontramos que no existe evidencia de efectos permanentes en el largo plazo -i.e. nuestras estimaciones LATE no son estadísticamente significativas dos trimestres después que el programa haya terminado.
