Revue De La Politique Sur Les Engrais Dans L’Espace Cedeao

Abstract

La politique agricole commune (ECOWAP) de la CEDEAO est lancée il y a 10 ans. Dans le cadre de cet anniversaire, une conférence internationale dite ECOWAP+10 est en cours de préparation pour faire un bilan et ajuster ladite politique et ses modalités de mise en œuvre. A cet effet, une revue conjointe de cette politique est en cours. La revue des politiques d’engrais réalisée dans ce rapport y contribuera. Basée sur une revue documentaire, elle est une évaluation des politiques d’engrais du point de vue de leur processus de planification, leur cohérence avec les autres politiques, leur alignement avec les programmes qui les sous-tendent, leur mise en œuvre, leur champ de couverture et leur adéquation avec les programmes nationaux d’investissement (PNIA). Elle permettra de savoir dans quelles mesures lesdites politiques promeuvent les PRIA/PNIA et quelles réformes il convient d’y apporter pour accroître l’accès des producteurs agricoles à des engrais de qualité. Elle fournira des résultats d’analyse utiles pour instruire davantage la mise en œuvre du PRIA en matière de gouvernance régionale du secteur des engrais pour une productivité agricole accrue en Afrique de l’Ouest. Le travail d’évaluation des politiques d’engrais a été fait en trois étapes: l’identification des politiques, l’analyse de la concordance des politiques d’engrais avec les politiques agricoles générales et l’analyse de la pertinence des politiques d’engrais pour la mise en œuvre des programmes d’investissement agricole. Les principaux résultats et recommandations qui ressortent de l’évaluation sont les suivants:
