Las aglomeraciones productivas alrededor de la minería: el caso de la Minera Yanacocha S.A

Abstract

El presente es un estudio de caso de la aglomeración productiva generada a raíz de la puesta en marcha del proyecto minero Yanacocha, ubicado en Cajamarca. El concepto de aglomeración o cluster industrial se basa sobre el supuesto de que las distintas actividades económicas no se desarrollan aisladamente, sino que, por el contrario el crecimiento de una de ellas impulsa el de actividades conexas. El análisis del cluster articulado alrededor de la empresa Minera Yanacocha S.A. revela que, debido a una serie de cuellos de botella en los ámbitos tecnológicos e institucional de Cajamarca, la transmisión de crecimiento económico generado por esta empresa hacia otros agentes locales es aún limitado. Minera Yanacocha S.A. mantiene escasaz relaciones productivas y comerciales con los agentes cajamarquinos, mientras que establece una mayor articulación con agentes productivos e institucionales limeños y con instituciones públicas y gremiales de la capital. Aún cuando las relaciones productivas se dan principalmente con empresas limeñas, la debilidad tecnológica de las mismas las limita a un rol comercializador. Sin embargo, las empresas cajamarquinas tienen una ventaja competitiva en la provisión de servicios no intensivos en conocimiento. Estos resultados resaltan la necesidad de políticas públicas que, por un lado, mejoran la infraestructura productiva y tecnológica cajamarquina, así como que coadyuven a elevar la capacidad de absorción tecnológica de las empresas de la zona; y por otro lado, que induzcan el establecimiento de productores nacionales de bienes, insumos y equipos mineros.
