Auswirkungen Der Fischler-Reform Und Der Blauzungenkrankheit Auf Die Europäischen Kälbermärkte

Abstract

Die Fischlerreform der Gemeinsamen Agrarpolitik sahen Ermessensspielräume in ihrer Umsetzung hinsichtlich des Zeitrahmens und der Intensität der Entkopplung für die Mitgliedsstaaten vor, die vor allem im Sektor der Rindfleischproduktion hervortraten. Mittels der Analyse von wöchentlichen Kälberpreiszeitreihen werden die Auswirkungen dieser Politikmaßnahme auf europäische Faktormärkte dieses Sektors untersucht. Die Analyse kommt zum Ergebnis, daß die Märkte Deutschlands, Frankreichs, Hollands und Spaniens integriert und eng verwoben sind, d. h. zu einem gemeinsamen Markt gehören. Der preisenkende Effekt der Fischlerreformen kann nachgewiesen werden. Außerdem wird festgellt, daß der Ausbruch der Blauzungenkrankheit, der bedrohlichsten neuerlich in der EU aufgetretenen Tierseuche, ebenfalls Auswirkungen auf die europäischen Kälberpreise hatte. Vergleiche von hypothetischen Szenarien mit den real angewandten Politikmaßnahmen verdeutlichen die Auswirkungen der Reform auf die europäischen Kälbermärkte.
