Efectos de una reasignación del porcentaje de inmigrantes en el bienestar social educativo

Abstract

Un sistema económico ideal es aquel que produce el máximo bienestar social en los ciudadanos, lo cual supone la combinación de dos objetivos, a veces enfrentados, en el ámbito de la economía pública: la eficiencia y la equidad. No obstante, ambos objetivos son igualmente deseables desde un punto de vista económico, ya que el análisis de una vertiente de forma aislada podría conducir a resultados que no reflejarían la situación real objeto de análisis. El objetivo de este trabajo consiste en analizar cómo afecta una reasignación del porcentaje de inmigrantes en las escuelas financiadas con fondos públicos sobre los niveles de pobreza, eficiencia y bienestar educativo. La metodología propuesta parte del concepto de función abreviada de bienestar social educativo, definida por Badenes y Santín (2006), y que combina tanto eficiencia como equidad, para analizar ambos conceptos de forma agregada. La aproximación empírica de dicha metodología consiste en analizar qué efectos tendría sobre el bienestar educativo una distribución del porcentaje de inmigrantes igualitaria entre las escuelas de dentro de cada región que participaron con muestra ampliada en PISA 2006. Los resultados muestran ciertas discrepancias entre las diferentes regiones analizadas y por tipo de escuela, pública y concertada. También se observa como la reasignación de los inmigrantes entre las escuelas de una misma región genera un incremento en el bienestar social educativo, ya que pese a que el nivel de pobreza educativa prácticamente no presenta variaciones, la eficiencia media por alumno aumenta ante dicha redistribución.
