Abstract

Die dritte Zwischenevaluierung des Förderungsprogramms "Breitband Austria 2020" berichtet über die gesamte Programmperiode (Laufzeit 2015/2021) aller Förderschienen und bietet als Vorgriff auf die abschließende Ex-post-Evaluierung erste ökonometrisch fundierte Wirkungsanalysen der gewährten Subventionen. Neben losgelösten Fallstudien zu einzelnen Förderprojekten lag das inhaltliche Schwergewicht in Vorbereitung der Abschlussevaluierung. In einer umfassenden Machbarkeitsstudie wurde der stark überarbeitungsbedürftige europäische Evaluierungsplan operationalisiert, indem die Evaluierungsfragen und die zur Beantwortung notwendige Datenbasis einer tiefgreifenden Überarbeitung unterzogen wurden. Die Beantwortung ausgewählter Evaluierungsfragen erlaubt erste Rückschlüsse auf die Förderwirkungen.
