Abstract

Die vorliegende Studie hat eine umfangreiche Evaluierung der Effektivität und Effizienz der vom Arbeitsmarktservice gesetzten Qualifizierungsförderungen für arbeitslose Personen zum Gegenstand. Dabei beleuchtet sie nicht nur Effektunterschiede zwischen zahlreichen Subgruppen von Arbeitslosen, sondern unterscheidet vor allem auch stärker als bisher unterschiedliche Subtypen von Maßnahmen hinsichtlich Trägertyp, Inhalt, Abschlussart, Förderintensität und Zielgruppenorientierung. Die Ergebnisse illustrieren eindrücklich: Kurs ist nicht gleich Kurs. Die vom AMS eingesetzten Qualifizierungsförderungen sind äußerst heterogen zum einen in ihrer Ausgestaltung und zum anderen in ihrer Wirkung. Deshalb bleibt wertvolles Wissen über ihren Einsatz und ihre Wirkung verborgen, wenn beim Fördermonitoring nicht ausreichend differenziert wird. Die Studie zeigt Möglichkeiten auf, die Informationslage zu den umgesetzten Maßnahmen weiter zu verbessern.
