Desafíos globales, soluciones regionales: América Latina y el Caribe frente a la crisis climática y de biodiversidad

Abstract

La presente edición del Reporte de Economía y Desarrollo (RED) analiza los desafíos y las oportunidades que la acción frente al cambio climático y la protección de los ecosistemas y la biodiversidad representan para América Latina y el Caribe. El reporte hace énfasis en tres mensajes de relevancia para todos los países: la importancia de la adaptación, la necesidad de contribuir a la mitigación global y la urgencia de preservar el capital natural como factor clave en el propio proceso de desarrollo. También destaca que las políticas para enfrentar estos desafíos pueden variar en función de la diversidad de recursos y riesgos de cada país, con posibles tensiones entre objetivos contrapuestos y oportunidades de sinergias que es necesario aprovechar. Así, este documento busca contribuir a la discusión sobre las mejores alternativas de política pública para promover economías productivas con bajas emisiones de carbono, mayor inclusión social y un uso sustentable de los recursos naturales. Las necesidades de financiamiento para cumplir con las metas de desarrollo, climáticas y de preservación de la biodiversidad son abrumadoras. Por ello, CAF —banco de desarrollo de América Latina y el Caribe se ha comprometido a aumentar el financiamiento verde al 40 % de sus aprobaciones para el 2026 y a ser una de las instituciones más activas de la región en la movilización de recursos de los principales fondos verdes y aliados internacionales.
