Soberanía digital

Abstract

En la última década, la soberanía digital se ha convertido en un elemento central en los discursos políticos sobre temas digitales. Aunque su popularidad ha aumentado, tanto en los países centralizados/autoritarios como en los democráticos, el concepto es aún muy controvertido. Tras investigar los desafíos a la soberanía que en apariencia plantea la transformación digital, este ensayo explora cómo la soberanía ha reaparecido como una categoría clave en relación con lo digital. Luego de sistematizar los diversos argumentos de carácter normativo sobre la soberanía digital, expone cómo, en la actualidad, el concepto se entiende más como una práctica discursiva en la política y en la normativa que como un concepto jurídico u organizativo.
