Older People's Satisfaction With the Implement Process of Old Age Allowance Program in Bangladesh

Abstract

The Government of Bangladesh (GoB) has introduced various Social Safety Net programs to fight poverty and enhance the lives of disadvantaged people of the society, such as the elderly, disabled, widows, and destitute women. The aim of this study is to understand the level of satisfaction of the beneficiary opinions regarding the Old Age Allowance Program (OAAP) implementation. This study employs mixed‐method approaches to get the beneficiaries' opinions about the current OAAP implementation process. Findings of the study revealed that the majority of older people were largely satisfied with the OAAP implementation process, despite encountering difficulties while receiving allowance. Interestingly even in face of corruption and flawed selection and distribution processes related to OAAP, the findings revealed that elderly persons had a considerably greater degree of satisfaction. The findings of this study are imperative for formulating an effective strategy that guarantees better policy implementation. This study would be useful in pointing up policy concerns that could guide the creation of new programs in addition to other SSNP endeavors. 孟加拉国政府(GoB)推出了各种社会安全网计划, 旨在消除贫困, 改善社会弱势群体 (例如老年人、残疾人、寡妇和赤贫妇女) 的生活。本研究旨在理解受益人对老年津贴计划(OAAP)实施情况的满意度。本研究采用混合方法收集受益人对当前OAAP实施过程的意见。研究结果表明, 尽管在领取津贴方面遇到困难, 但大多数老年人对OAAP的实施过程基本满意。有趣的是, 即使面临与OAAP相关的腐败以及存在缺陷的遴选和分配程序, 研究结果仍然表明, 老年人的满意度明显更高。本研究的结果对于“制定有效的战略以确保更好的政策实施”一事至关重要。本研究将有助于指出政策关切, 从而指导除其他社会安全网计划(SSNP)工作之外的新项目的制定。 El Gobierno de Bangladesh (GoB) ha implementado diversos programas de la Red de Seguridad Social (SSNP) para combatir la pobreza y mejorar la calidad de vida de las personas desfavorecidas, como las personas mayores, las personas con discapacidad, las viudas y las mujeres indigentes. El objetivo de este estudio es comprender el nivel de satisfacción de los beneficiarios con respecto a la implementación del Programa de Subsidio para la Vejez (OAAP). Este estudio emplea enfoques de métodos mixtos para conocer la opinión de los beneficiarios sobre el proceso actual de implementación del OAAP. Los resultados revelaron que la mayoría de las personas mayores se mostraron ampliamente satisfechas con el proceso de implementación del OAAP, a pesar de las dificultades para recibir la prestación. Curiosamente, incluso frente a la corrupción y los deficientes procesos de selección y distribución relacionados con el OAAP, los resultados revelaron que las personas mayores mostraron un grado de satisfacción considerablemente mayor. Los hallazgos de este estudio son fundamentales para formular una estrategia eficaz que garantice una mejor implementación de las políticas. Este estudio sería útil para identificar las preocupaciones políticas que podrían orientar la creación de nuevos programas, además de otras iniciativas del SSNP.
