Abstract

Small towns have received increasing attention from policy-makers aiming to stimulate rural development through territorial approaches. However, it cannot be assumed that fostering local business growth will help generate local economic development either through economies of agglomeration or through spillover effects into surrounding locales. The paper examines the spatial economic behaviour of firms located in and around 30 towns across five European countries. It tests a number of hypotheses regarding the influence of various characteristics on the strength of local economic integration: organizational characteristics, local contextual characteristics, and characteristics of the potential links between the firm and local markets. Findings reveal that the more 'traditional' and less productive rural firms exhibit stronger ties to their locality and the size of the local intermediate goods market influences the extent to which firms source locally. Differences in terms of country, area and town size highlight the importance of local contexts in explaining patterns of spatial economic behaviour. Courtney P., L�picier D. et Schmitt B. On peut cependant se demander si la stimulation de la croissance de l'activit� �conomique locale se traduit toujours par un regain de croissance �conomique locale � travers le jeu des �conomies d'agglom�ration ou au travers d'effets de spillovers locaux. Le pr�sent article examine le comportement �conomique spatial de firmes localis�es dans 30 petites villes et leur territoire d'influence de 5 pays europ�ens. Les hypoth�ses test�es rel�vent de trois registres permettant d'expliquer l'intensit� du degr� d'int�gration �conomique locale des achats d'inputs et des ventes d'outputs des firmes. On examine donc conjointement le rôle des caract�ristiques individuelles des firmes et des entrepreneurs, celui des caract�ristiques du contexte local dans lequel sont ins�r�es les firmes et, celui de la nature des liens que la firme peut nouer avec son environnement �conomique local au travers des march�s locaux de biens interm�diaires, finaux et du travail. On montre ainsi que les entreprises rurales les plus 'traditionnelles' et les moins productives d�veloppent un comportement tr�s localement centr�, c'est-�-dire concentrent leurs liens �conomiques tant de ventes que d'achats sur les territoires �tudi�s. De même, la taille du march� local de biens interm�diaires n�cessaires au fonctionnement de l'entreprise influence fortement son degr� d'int�gration �conomique locale. Enfin, les diff�rences entre pays, taille et nature des territoires ruraux �tudi�s mettent en �vidence l'importance des effets de contexte dans l'explication des configurations de comportement spatial des firmes. Bei Politikern, die l�ndliche Entwicklung durch territoriale Ans�tze zu stimulieren versuchen, finden Kleinst�dte zunehmende Beachtung. Es kann jedoch nicht angenommen werden, dass eine F�rderung des Wachstums von Unternehmen vor Ort - sei es durch Agglomerationswirtschaften oder durch �bertragungseffekte in die Orte der Umgebung - zur lokalen Wirtschaftsentwicklung beitr�gt. In diesem Beitrag untersuchen wir das r�umliche Wirtschaftsverhalten von Firmen, die in oder in der N�he von dreißig St�dten in f�nf europ�ischen L�ndern angesiedelt sind. �berpr�ft werden verschiedene Hypothesen hinsichtlich des Einflusses verschiedener Merkmale auf die St�rke der lokalen Wirtschaftsintegration: organisationelle Merkmale, lokale kontextuelle Merkmale sowie Merkmale hinsichtlich der potenziellen Verkn�pfungen zwischen der Firma und den lokalen M�rkten. Die Ergebnisse zeigen, dass ,traditionellere' und weniger produktive l�ndliche Firmen st�rkere Verkn�pfungen mit ihrer Umgebung aufweisen und dass sich die Gr�ße des lokalen Warenzwischenmarktes darauf auswirkt, in welchem Umfang die Firmen ihre Beschaffung vor Ort abwickeln. Die Unterschiede zwischen verschiedenen L�ndern, Gebieten und Stadtgr�ßen verdeutlichen die Bedeutung des lokalen Kontextes bei der Erkl�rung von Mustern im r�umlichen Wirtschaftsverhalten. Las peque�as localidades han recibido una mayor atenci�n por parte de los responsables pol�ticos con la finalidad de estimular el desarrollo rural a trav�s de estructuras territoriales. Sin embargo, no podemos dar por sentado que fomentando el crecimiento empresarial a nivel local, ya sea mediante econom�as de aglomeraci�n o por efectos de desbordamiento en localidades circundantes, se genere tambi�n el desarrollo econ�mico. En este art�culo examinamos el comportamiento de la econom�a espacial de empresas ubicadas en treinta localidades y entornos de cinco pa�ses europeos. Comprobamos una serie de hip�tesis con respecto a la influencia de las diferentes caracter�sticas sobre los puntos fuertes de la integraci�n econ�mica local: las caracter�sticas organizativas, las caracter�sticas contextuales locales y las caracter�sticas de los posibles v�nculos entre las empresas y los mercados locales. Los resultados indican que cuanto m�s tradicionales y menos productivas son las empresas rurales m�s vinculadas est�n con la localidad y que el tama�o intermedio del mercado de mercanc�as influye en el modo en que las empresas se procuran mercanc�as y servicios localmente. Las diferencias en cuanto al pa�s, �rea y tama�o de la localidad destacan la importancia de los contextos locales para explicar los modelos del comportamiento econ�mico espacial.
