Justification of a public university’s choice of procurement modality

Abstract

This investigation aimed to verify what public administration principles are considered when choosing to waive bidding in public procurement. The research was carried out in 14 administrative units of the State University of Mato Grosso (Unemat), Brazil, gathered qualitative and quantitative evidence, performing document analysis, application of questionnaires and interviews to public officials involved in procurement processes. As a result, we concluded that the decision to waive bidding in public procurement processes, in cases that law allows for discretion of the administrative unit, is based on the principles of proportionality, celerity, and economy that influence public officials’ decisions.
