Messung von Kooperationserfolg in Clustern

Abstract

Zusammenfassung Erfolgsmessung ist in Unternehmen eine notwendige Grundvoraussetzung für fundierte strategische Entscheidungen und deren Evaluation. Bei der Bewertung von Aktivitäten in N etzwerken und Clustern spielt die vergleichbare Erfolgsmessung bislang aber nur eine untergeordnete Rolle. In der Literatur existieren noch keine wissenschaftlich fundierten Verfahren zur quantitativen und qualitativen Erfassung von E rfolg in Clustern als Ergebnis der Arbeit des Cluster-Managements. Im vorliegenden Beitrag wird ein grundsätzliches Begriffsverständnis für Cluster und Netzwerke aus Managementperspektive geschaffen. Aus dem spezifischen Verständnis eines Clusters mit Netzwerkcharakter lassen sich Erfolgsfaktoren für die Arbeit der einzelnen Cluster-Akteure ableiten. Als Basis dazu dienen die Quellen für Wettbewerbsvorteile, die sich aus Theorien des strategischen Managements (Relational View und Ressource-based View) ableiten lassen. Dabei wird vor allem die individuelle Zielsetzung der am Cluster beteiligten A kteure berücksichtigt. Aus der umfassenden Zusammenstellung werden die Instrumente zur Erfolgsmessung auf ihre Cluster-Eignung hin überprüft und darauf aufbauend wird ein Erklärungsmodell entwickelt. Das Erklärungsmodell rückt die Unternehmensperspektive in den Fokus der Clusterforschung und dient als Grundlage für weitere wissenschaftliche und empirische Forschungsarbeiten. Für die Cluster-Akteure (Cluster-Management, Politik und Unternehmen) lassen sich aus dem Modell bereits konkrete Handlungsempfehlung ableiten.
