Фиктивная Эффективность: Что На Самом Деле Оценивал Мониторинг Эффективности Образовательных Организаций

Гагаринская, 6/1а.Мониторинг эффективности образовательных организаций, проводимый в РФ с 2012 г., послужил одним из основных инструментов "оптимизации вузовской сети", которая привела к сокращению числа образовательных организаций в России более чем в 1,5 раза. Авторы анализируют показатели, учитываемые мониторингом, с тем чтобы оценить, к каким эффектам привело их использование в этом качестве. По их мнению, в основание мониторинга положено смешение двух разных пониманий эффективности - как способности организации достигать социально значимых целей (результативность) и как способности достигать эффекта с минимальными затратами (оптимальность). Результаты мониторинга используются в соответствии с пониманием эффективности как оптимальности (смена руководства, слияние), хотя статистический анализ показателей показывает, что шансы того или иного университета занять предпочтительную позицию в значительной степени определяются его структурными характеристиками - особенностями региона и группы вузов. Такой способ оценивания фактически привел к дискриминации вузов, которым не повезло обладать желательными "врожденными" свойствами. Эти выводы основаны на результатах применения логистической регрессии, оценивающей шансы вуза оказаться эффективным в 2014 г. по различным показателям, и модели пропорционального риска Кокса, анализирующей вероятность выживания вуза в 2013-2017 гг.
