Отражение Экологических Приоритетов Государства В Закупочной Деятельности Государственных Организаций

Abstract

Экологические приоритеты государства не закреплены в виде обязательных норм в законодательстве, регулирующем государственные закупки, но отражены в стратегии развития государства и могут неявно влиять на деятельность органов власти, государственных компаний и бюджетных учреждений в Российской Федерации. Будут ли вышеуказанные организации применять в своей деятельности принципы приоритетной задачи государства, если нет прямого требования? Какие факторы, кроме директивного указания, влияют на решение организаций о том, реализовывать приоритетные принципы в своей деятельности или нет? Для ответа на эти вопросы были проанализированы факторы применения экологических критериев в закупочной деятельности. На основе опроса государственных заказчиков в 22 субъектах Российской Федерации выявлено, что примерно треть опрошенных органов публичной власти и государственных организаций применяют принципы экологичности в закупках. Тип закона, регулирующего закупочную деятельность организации, уровень власти, размер организации, степень информированности сотрудников - основные детерминанты решений о применении экологических принципов в закупочной деятельности. Результаты указывают, с одной стороны, на роль степени приверженности государственным целям и, с другой стороны, на опасения совершить ошибку при принятии таких решений. Для повышения экологичности закупок представляется целесообразным включить экологические нормы в законодательство о госзакупках и разработать типовые критерии и рекомендации по их использованию.
