Альтернативные Источники Статистической Информации Как Основа Принятия Политических Решений

Abstract

Традиционно в качестве источника информации для принятия решений в государственном управлении выступают данные статистических наблюдений, однако они не всегда актуальны и не всегда соответствуют требованиям исследователей. В качестве альтернативы статистическим наблюдениям могут быть рассмотрены административные данные, а также иные источники информации. В статье представлен обзор международного опыта использования административных данных и альтернативных источников информации в процессе принятия политических решений. Показано, что статистические ведомства многих стран используют с целью сокращения расходов на проведение собственных наблюдений административные данные и централизованные системы доступа к ним. Также в качестве альтернативных источников в целях городского планирования, в экологии или сельском хозяйстве могут быть использованы геопространственные данные. Что касается "больших данных", то они пока не находят широкого применения в государственном управлении, тем не менее рассматриваются как перспективный источник информации. Проведенное исследование позволило сделать вывод, что перспективными направлениями реформирования деятельности статистических ведомств являются: предоставление пользователям открытого доступа к дезагрегированным данным микроуровня; замена данных статистических наблюдений административными данными; предоставление доступа к пространственным данным, информации спутниковых наблюдений, а также к обезличенным данным пользователей государственных услуг.
