Abstract

L’article prend pour objet l’origine du programme de recherche sur les communs tel qu’il s’est formé à partir des travaux d’Ostrom et de l’école d’Indiana. Outre le rappel de la discussion conduite autour de l’article fameux de Hardin sur « La tragédie des communs », l’accent est porté sur un épisode essentiel mais peu connu de l’histoire des communs. Il s’agit de la tenue en 1983 à Annapolis à l’initiative du NRC (National Research Council) d’une conférence visant à faire le point sur les formes de propriété et d’exploitation rurales dans les pays en zone tropicale qui connaissent alors une forte dégradation et une chute de productivité. À cette occasion sont présentées de nombreuses études de cas sur différents types de « communs ». Les travaux de cette conférence et les développements qui lui seront donnés (notamment par Ostrom et les membres de l’école d’Indiana), sont à l’origine du programme de recherche sur les communs. Son contenu et les théorisations initiales auxquelles il a donné lieu sont présentés.
