Abstract

[fre] Efficacité économique et impératifs éthiques : l'environnement en copropriété. . II y a presque autant de définitions du « développement soutenable » que d'auteurs à en avoir traité. Toutes, cependant, allient un souci d'efficacité économique à une forme d'exigence éthique, laquelle a toujours une dimension intergénéraîionnelle. Dans cet article, nous examinons des moyens par lesquels l'efficacité économique peut être assurée lorsque des ressources d'environnement sont en cause et qu'un critère d'équité intergénérationnelle s'impose à l'usage fait de ces ressources. Cela conduit à réexaminer les rôles respectifs de concepts économiques familiers comme « instruments incitatifs », « normes », « taux d'actualisation », etc. [eng] Economic efficiency and ethical requirements : sharing ownership in the environment. . The definitions of « sustainable development » are numerous. Nevertheless, they ail encompass a concern for economic efficiency and some form of ethical rule, specially in an intergenerational perspective. In this paper we discuss the use of economic instruments for allocating environmental resources subject to an ethical rule. This leads to the reexamination of a couple of familiar economic concepts, such as incentive compatible mechanisms, norms, discount rates, etc.
