Using impact fees to fund regional transportation infrastructure: Ways to enhance revenue yield equitably

Abstract

•San Joaquin County, CA's Regional Transportation Impact Fee (RTIF) program is examined.•The fee calculation methodology, how it impacts the revenue yield, and ways to increase the yield equitably is reviewed.•The fee and utilization rates are low, ranging from 23 % to 31 % in the 2014–2022 period.•Current fee calculation methodology allows the fee to meet 40 % of the funding only, even if the fee is set at the maximum possible rate.•Several strategies to increase fee revenues are provided.
