Lohnverhandlungen und gesetzlicher Mindestlohn in Frankreich

Abstract

Seit 2007 erfolgte in Frankreich eine Reihe von tiefgreifenden Reformen der Arbeitsbeziehungen. Das "Gesetz über die Modernisierung des sozialen Dialogs" aus 2007 übertrug die Initiative zu Reformen in den Bereichen Arbeitsbeziehungen, Beschäftigung und berufliche Bildung den Sozialpartnern. Im folgenden Jahr einigten sich die größten Sozialpartnerverbände auf eine Neudefinition der Repräsentativität von Gewerkschaften auf der Basis der Ergebnisse der betrieblichen Vertretungswahlen und auf neue Regeln für die Gültigkeit von Kollektivverträgen. Das in der Folge verabschiedete "Gesetz über die Erneuerung der sozialen Demokratie" orientierte sich in wichtigen Punkten an der Übereinkunft der Sozialpartner. Die prozeduralen und institutionellen Neuerungen seit 2007 werden im Kontext der grundlegenden Änderungen der französischen Arbeitsbeziehungen ab den 1980er-Jahren analysiert.
