Sparprojekt oder Milchmädchenrechnung? Die finanziellen Effekte eines Bundeslandes„Mitteldeutschland“

Abstract

In diesem Beitrag zeigen wir, dass die Fusion der Länder Sachsen, Sachsen-Anhalt und Thüringen zu einem Bundesland „Mitteldeutschland“ kaum Einsparungen erbringen würde. Eine Fusion würde weniger als 0,1 % der Landesausgaben (rund 2,90 Euro je Einwohner und Jahr) einsparen. Dies liegt daran, dass die überhaupt „einsparbaren“ Ausgabeposten (z. B. Ministerpräsidenten, Landtagsabgeordnete, Verfassungsgerichte) nur einen sehr kleinen Teil des Gesamthaushalts der Länder ausmachen. Der weit überragende Teil der Ausgaben der Länder – Aufwendungen für Lehrer, Justiz, Polizei und Kommunen – wäre von einer Fusion nicht berührt.
