Existing Labour Market Measures – Support Or Stigmatisation

Abstract

Active and passive measures in the labour market have a significant impact on employees, employers and the economy in general. They contribute to creating a fair, safe and prosperous work environment, promoting personal and professional development, protecting employees' rights and facilitating the creation of employment opportunities and economic growth. These measures are essential to ensure the sustainability of the labour market and to promote the overall well-being of society. Active and passive measures in the labour market may vary depending on the legislation and policies in each country or region. They can be implemented by governments, trade unions, employers or other institutions with labour responsibilities. The objective of this article is to highlight whether the existing active labour market measures are a real support, if they are designed and implemented in a responsible way, with the consultation and involvement of the beneficiaries of these measures, or whether the people who end up benefiting from the existing labour market measures are subject to stigmatisation. The analysis carried out refers to the periods between 1993 and 2023 in Romania. In the period 1993 – 2005 the indicators are expressed in million lei, and since 2005, the indicators are expressed in million lei RON. As a conclusion, the importance of adapting existing measures to individual needs and providing support in a respectful, non-discriminatory way and in order to encourage and facilitate the integration and professional development of jobseekers is highlighted.
