Wybrane czynniki podejścia gospodarstw domowych do ubezpieczania ryzyka powodziowego w świetle badań ankietowych

Abstract

Powodzie występujące na całym świecie powodują szkody szacowane na setki miliardów dolarów, a zmiany klimatu wpływają na wzrost ich dotkliwości. W konsekwencji powstaje presja na wykorzystywanie narzędzi ograniczających ryzyka związane ze skutkami takich katastrof naturalnych. Literatura wskazuje, że dostępne formy transferu ryzyka powodziowego w ujęciu finansowym są wykorzystywane w ograniczonym zakresie przez gospodarstwa domowe. Celem niniejszego artykułu jest identyfikacja czynników wpływających na postawy ubezpieczeniowe w kontekście ubezpieczenia ryzyka powodziowego. Badania koncertują się na odpowiedzi na pytania: czy skłonność do ubezpieczania się od ryzyka powodziowego zależy od bogactwa gospodarstwa domowego, czy ubezpieczeni i nieubezpieczeni mają inny stosunek do udzielania osobom poszkodowanym w powodzi pomocy publicznej oraz jak osoby ubezpieczone postrzegają koszt polisy od zagrożeń powodzią. W opisanych badaniach wykorzystano narzędzie badawcze w postaci kwestionariusza ankiety, który został wypełniony przez 657 mieszkańców domów jednorodzinnych zlokalizowanych na obszarach, na których w latach 2015–2020 doszło do zdarzeń powodziowych.
