Regionalne Zróżnicowanie Wdrażania Programu Rolnośrodowiskowego W Polsce W Latach 2008-2014

Abstract

Zarówno rolnicza przestrzeń produkcyjna, jak i produkcja rolnicza w Polsce charakteryzują się znacznym zróżnicowaniem. Za kluczowe elementy polityczne kształtujące rolnictwo należy uznać instrumenty wspólnej polityki rolnej (WPR). Celem badań była ocena zróżnicowania przestrzennego wdrażania programu rolnośrodowiskowego (PRŚ) w okresie programowania 2007-2013, który był realizowany w Polsce w latach 2008-2014. Badaniami objęto 130 618 gospodarstw rolnych wdrażających PRŚ. Analizy przestrzenne wykonano na poziomie powiatów ziemskich (314 jednostek). Dane dotyczące PRŚ pochodziły z Ministerstwa Rolnictwa i Rozwoju Wsi (MRiRW) – instytucji zarządzającej PROW 2007-2013. Ponadto wykorzystano dane GUS. Badane gospodarstwa różniły się pod względem uwarunkowań przyrodniczych i organizacyjno-produkcyjnych oraz powierzchni realizowanych zobowiązań PRŚ. Potwierdzeniem tego było wydzielenie 3 grup skupień dla analizowanych powiatów. Pierwsze skupienie obejmowało powiaty zlokalizowane w większości w północnych i zachodnich województwach Polski. Drugie skupienie składało się głównie z powiatów Polski centralnej, wschodniej i częściowo południowej. Natomiast w trzecim skupieniu znalazły się przede wszystkim powiaty zlokalizowane w południowowschodniej części kraju.
