Digitale Technik und Resilienz: Möglichkeiten und Grenzen der digitalen Stabilisierung von Lieferketten

Abstract

Vor dem Hintergrund der postpandemischen Konstellation wurde die strukturelle Störungsanfälligkeit globaler Produktionssysteme deutlich sichtbar. Infolgedessen wird das Konzept der Lieferkettenresilienz zunehmend diskutiert und dabei insbesondere digitalen Anwendungen ein hohes Potenzial zur Lösung dieser Probleme zugeschrieben. Ob und wie diese Technologien in der tatsächlichen Praxis bereits Einzug erhalten, bleibt dabei jedoch häufig offen. In dieser Studie wird daher die Implementierungspraxis von digitalen Technologien zur Steuerung und Stabilisierung industrieller Lieferketten mit einem Fokus auf den Logistiksektor untersucht. Zur Analyse der bestehenden Anwendungspraxis wurden qualitative Interviews mit insgesamt 14 Industrieexperten aus der deutschen Logistikbranche durchgeführt sowie Fachmagazine, Industrieberichte und einzelne Fallstudien als weitere Datenquellen einbezogen. Die Untersuchung zeigt zum einen, dass auf technischer Ebene durch eine fragmentierte Infrastruktur mit gleichzeitig ausbleibenden Investitionen in breit angelegte Digitalisierungsprojekte dem Vorhaben flächendeckend integrierter Informationsflüsse enge Grenzen gesetzt bleiben. Zum anderen zeigt sich, dass Sicherheitsrisiken, Machtdynamiken und -asymmetrien zwischen den verschiedenen Akteuren entlang der Lieferkette eine maßgebliche Rolle für diese Defizite auf technischer Ebene spielen, indem sie eine umfassende bereichs- und unternehmensübergreifende Kollaboration erschweren. Diese soziotechnischen Aspekte bilden eine zentrale Hürde, da die Zielkonflikte bisher Resilienz auf Basis digitaler Monitoring- und Steuerungstechnologien verunmöglichen. Darüber hinaus erschweren auch Zielkonflikte zwischen der Kostenkontrolle und Resilienz die Herausbildung von Unternehmensstrategien, die Risiken minimieren oder kontrollieren können.
