Nutzungsmuster von Carsharing im Kontext von Strategien nachhaltiger Mobilität: Eine Untersuchung am Beispiel von "WeShare"-Carsharing auf Basis von Nutzer*innenbefragungen und Buchungsdaten

Abstract

Flexibles Carsharing bietet in den Städten eine Alternative zum privaten PKW-Besitz. Der mögliche Beitrag dieser Dienstleistungen zu einer Reduktion der Autoanzahl wird aber immer wieder kontrovers diskutiert. Die empirische Datenbasis zu dieser Frage ist bisher noch relativ klein. Die vorliegende Studie untersucht die Mobilitätsmuster und Einstellungen von Carsharing-Nutzer*innen im Kontext von Strategien zur Reduktion des Autoverkehrs in Städten. Für die Studie des Wissenschaftszentrums Berlin für Sozialforschung (WZB) wurden rund 1.600 Nutzer*innen von WeShare online, über einen standardisierten Fragebogen befragt. Außerdem wurden Buchungsdaten von rund 600.000 Buchungen im Zeitraum von September 2019 bis Februar 2020 ausgewertet. Die Ergebnisse sprechen dafür, dass Carsharing eine bedeutende Rolle dabei spielen kann, das Leben ohne eigenes Auto in den Städten attraktiver zu machen. Von den Befragten, die das Angebot von WeShare nutzen und einen eigenen PKW besitzen, kann sich rund die Hälfte vorstellen, zukünftig ihr Auto abzuschaffen. Von den Befragten, die bislang kein Auto im Haushalt haben, würden rund 24 Prozent ein Auto anschaffen, wenn es kein Carsharing gäbe. Darüber hinaus spricht sich die Mehrheit der Befragten für eine Verkehrspolitik aus, die mehr Platz für den Radverkehr schafft und dafür den Parkraum für private Fahrzeug stark einschränkt. Carsharing zeigt sich hier als Element einer alternativen Mobilität, in dem das Auto zwar genutzt wird, ihm aber nicht mehr zugestanden wird, den öffentlichen Raum zu dominieren. Die Daten geben Hinweise darauf, dass flexibles Carsharing dabei helfen kann, den privaten Autobesitz zu reduzieren. Sie sprechen auch dafür, dass eine Verkehrspolitik, die den privaten Autoverkehr deutlich eingrenzt, möglich wäre und akzeptiert werden würde. Als Handlungsempfehlung an die Kommunen ergibt sich daraus, dass das flexible Carsharing gefördert werden sollte und zugleich Maßnahmen zur Verringerung des privaten Autoverkehrs umgesetzt werden sollten.
