Italien: Geringere Schuldenlasten durch mehr Wachstum?

Abstract

Die Autoren zeigen, dass Italiens Schuldentragfähigkeit kurzfristig trotz der hohen Schuldenquote und steigenden Risikoaufschlägen auf Staatsanleihen nicht gefährdet ist. In der mittleren Frist können jedoch Finanzierungsprobleme entstehen, wenn eingetrübte Wachstumsaussichten oder negative Wachstumsschocks den aufgrund der hohen Schuldenquote eingeschränkten Gestaltungsspielraum der Regierung zusätzlich belasten. In diesem Kontext wird herausgearbeitet, dass Italien seit den neunziger Jahren langsamer als der EU-Durchschnitt wächst, da nicht nur die ärmeren Regionen im Süden schwächeln, sondern auch der "reiche Norden" seine Rolle als Wachstumsmotor eingebüßt hat. Nach Meinung der Autoren kann die chronische Wachstumsschwäche Italiens nicht mit staatlichem Konsum, sondern nur mit Strukturreformen behoben werden, die den Standort Italien für private Investoren wieder attraktiver machen.
