Der wirtschaftliche Niedergang der Russischen Föderation kam im Jahr 1997 endlich zum Stillstand. Zugleich ergaben sich einige Entwicklungen, die als Keime einer wirtschaftlichen Erholung interpretiert werden können. Ohne eigenes Verschulden geriet Rußland dann in den Strudel der asiatischen Währungskrisen. Kaum zeichnete sich ab, daß es Rußland gelingen könnte, diese Herausforderung erfolgreich zu bestehen, da begannen sich die finanziellen Folgen des Verfalls der Weltmarktpreise für Erdöl massiv bei den russischen Exporterlösen und im russischen Staatshaushalt bemerkbar zu machen. In dieser Situation droht die Neubildung der russischen Regierung mit einem bedenklichen wirtschaftspolitischen Zeitverlust einherzugehen. Es steht zu hoffen, daß die verlorene Zeit durch um so entschiedeneres Handeln der neuen Regierung wettgemacht wird.
