Abstract
A Public Employment Service (PES) is a government or quasi-governmental agency that is responsible for managing and improving the functioning of the labor market. The main objective of PES is to facilitate the matching of job seekers and employers by providing job seekers with the necessary information and support they need to find suitable employment opportunities, and by assisting employers in finding suitable workers to fill their job vacancies. PESs provide a wide range of services, including labor market information, job matching, job search assistance, vocational guidance, training, and placement services. PESs also play a critical role in promoting labor market efficiency and reducing unemployment through the implementation of active labor market policies (ALMPs). The provision of employment services and the implementation of ALMPs play a crucial role in mitigating the social and economic costs associated with unemployment. Moreover, the implementation of employment services and ALMPs is a complex process that requires coordination between different stakeholders, including PESs, employers, and training providers. In addition to supporting jobseekers and activating the unemployed, PESs also play a key role in attracting inactive individuals back into the labor force.
