Inegalite et redistribution du revenu au Canada : 1976 a 2004

Abstract

A l'aide des donnees de l'Enquete sur les finances des consommateurs menee de 1976 a 1997 et de l'Enquete sur la dynamique du travail et du revenu menee de 1993 a 2004, nous examinons l'evolution de l'inegalite du revenu familial, de la polarisation du revenu, du faible revenu relatif et de la redistribution du revenu familial par l'entremise du systeme d'imposition et de transfert. Nous concluons que l'inegalite du revenu familial apres impot a ete stable dans les annees 1980 mais qu'elle a augmente au cours de la periode de 1989 a 2004. La croissance de l'inegalite du revenu familial apres impot peut etre due a l'augmentation de l'inegalite du revenu familial du marche (avant impot et avant transfert) ou a une diminution de la redistribution du revenu par l'entremise d'un systeme d'imposition et de transfert. Nous concluons que l'augmentation de l'inegalite etait seulement associee a l'augmentation de l'inegalite du revenu familial du marche. Le niveau de redistribution etait au moins aussi eleve en 2004 qu'il l'etait dans les sommets des cycles precedents, mais il n'a pas suivi la croissance rapide de l'inegalite du revenu familial du marche des annees 1990. Nous presentons les statistiques relatives a l'inegalite du revenu, a la polarisation et au faible revenu selon plusieurs mesures bien connues et nous utilisons des methodes de preparation des donnees identiques a celles qui sont utilisees dans le cadre de l'Etude sur le revenu du Luxembourg afin de faciliter les comparaisons internationales.
