Abstract

Η προώθηση της ευρωπαϊκής ενοποίησης δρομολόγησε πολυσήμαντες επιδράσεις στο ευρωπαϊκό αλλά και τα εθνικά συστήματα εργασιακών σχέσεων. Οι επιδράσεις αυτές χαρακτηρίζονται από την τάση για μεγαλύτερη αποκέντρωση των συλλογικών διαπραγματεύσεων προς το επιχειρησιακό επίπεδο (σε αυτόνομες επιχειρησιακές μονάδες) καθώς και για εκ νέου συγκέντρωση τους στο (ευρωπαϊκό) επίπεδο του ομίλου, εξέλιξη που προκύπτει πρωταρχικά από την αναγκαιότητα για εσωτερικό συντονισμό και έλεγχο του ομίλου. Το πρώτο καινοτόμο εγχείρημα της λειτουργικής επέκτασης των ποικιλόμορφων εθνικών συστημάτων εργασιακών σχέσεων στο ευρωπαϊκό-υπερεθνικό περιβάλλον, είναι η οδηγία 94/45/ΕΚ για τα Ευρωπαϊκά Συμβούλια Εργασίας . Έχει μάλιστα υποστηριχθεί ότι τα ΕΣΕ συνιστούν μία ρεαλιστική απάντηση της ευρωπαϊκής εργατικής πλευράς στις συνέπειες της παγκοσμιοποίησης, διαμέσου της ανάπτυξης μας «ηθικής της αλληλεγγύης» ανάμεσα στους εργαζόμενους διαφορετικών παραγωγικών μονάδων ενός ομίλου, ώστε τα εργατικά συνδικάτα να επινοήσουν ένα σύγχρονο εργατικό διεθνισμό . Σκοπός της εργασίας ήταν να διερευνηθεί αν –κατά τους εργατικούς αντιπρόσωπους- τα ΕΣΕ συμβάλουν στον ευρωπαϊσμό των εργασιακών σχέσεων στην Ελλάδα.
