Abstract

En este artículo se analizan las relaciones entre la generación de políticas públicas activas en pos del desarrollo industrial, el patrón de especialización internacional y el crecimiento interno de los países. Para ello se utiliza el marco analítico de la literatura reciente que pone de relieve la importancia de las condiciones iniciales y las políticas públicas, y no sólo de la dotación de factores. Asimismo, se examinan las conclusiones del Plan Estratégico Industrial 2020 promovido por el Ministerio de Industria de la Nación como marco referencial de las decisiones gubernamentales de apoyar el desarrollo de determinadas cadenas de valor existentes en el territorio nacional.
