A Study of the Self-Employment Assistance Program: Helping Unemployed Workers Pursue Self-Employment

Abstract

This report for the Department of Labor examines Self-Employment Assistance (SEA) programs, which help eligible unemployment benefit recipients start businesses. It examines states’ motivation for and experience with establishing SEA programs and outcomes of SEA participants and their businesses.
