Abstract

"Arbeitgeber können zeitlich begrenzt einen so genannten Eingliederungszuschuss (EGZ) zum Arbeitsentgelt erhalten, wenn sie eine Person mit Vermittlungshemmnissen einstellen. Die IAB-Studie zeigt, wie viele und welche Arbeitslosengeld-II-Empfänger in den letzten Jahren mit diesem betriebsnahen Instrument gefördert wurden und wie es gewirkt hat. Die Zahl der Zugänge in die EGZ-Förderung ist von 61.000 im Jahr 2005 auf 125.000 im Jahr 2007 gestiegen. Knapp 70 Prozent der geförderten ALG-II-Empfänger waren 20 Monate nach Förderbeginn in regulärer Beschäftigung. In einer Vergleichsgruppe ähnlicher, aber ungeförderter arbeitsloser Hilfebedürftiger traf dies für weniger als 30 Prozent zu. Die geschätzte Förderwirkung beträgt damit rund 40 Prozentpunkte. Die Autoren der Studie weisen darauf hin, dass EGZ trotz positiver Ergebnisse sorgfältig eingesetzt werden müssen. Die individuellen Minderleistungen, die sie ausgleichen sollen, sind nicht ohne weiteres zu quantifizieren und hängen von den konkreten Anforderungen am Arbeitsplatz ab." (Autorenreferat, IAB-Doku)
