Eingliederungszuschüsse: Die Geförderten profitieren

Abstract

"Eingliederungszuschüsse (EGZ) sollen dazu beitragen, Arbeitslose mit Vermittlungshemmnissen in Beschäftigung zu bringen. Sie werden für eine befristete Zeit als Zuschuss zum Lohn an den Arbeitgeber gezahlt. Im Jahr 2006 wurden rund 230.000 Neueingestellte mit einem Eingliederungszuschuss unterstützt. Davor war die Zahl der Förderzugänge von knapp 190.000 im Jahr 2000 auf gut 130.000 im Jahr 2005 gesunken. Die durchschnittliche Dauer der Förderung ist deutlich zurückgegangen. So sank der Anteil der EGZ-Zugänge mit einer Förderdauer von mehr als sechs Monaten im Zeitraum 2001 bis 2005 von 78 Prozent auf 34 Prozent. Von 2000 bis 2006 wurden Ostdeutsche im Vergleich zum Arbeitslosenbestand überproportional mit Eingliederungszuschüssen gefördert; seit 2004 gilt dies auch für junge Erwachsene. Langzeitarbeitslose und Personen ohne berufliche Ausbildung waren unter den Geförderten hingegen unterrepräsentiert. Der Frauenanteil unter den Geförderten geht seit 2000 zurück. Geförderte waren drei Jahre nach Förderbeginn deutlich öfter regulär beschäftigt und seltener arbeitslos gemeldet als vergleichbare andere Arbeitslose. Mitnahme- und Substitutionseffekte wurden in der Analyse allerdings nicht berücksichtigt." (Autorenreferat, IAB-Doku)
