L'État Sous Algorithme : Vers L'Algocratie ?

Abstract

Cet article interroge la transformation des États contemporains sous l'effet de l'intégration croissante des systèmes d'intelligence artificielle (SIA). Nous discutons de la transition en cours comme d'une absorption progressive des institutions publiques par des logiques technico-algorithmiques pilotées par des acteurs privés dont l'ampleur est à la fois plus rapide et plus large que celle du New Public Management (NPM). Ainsi, nous parlons de ce nouveau pouvoir comme une « algocratie ». L'étude du Department of Government Efficiency (DOGE) aux États-Unis sert d'exemple de la mainmise des structures publiques entre les mains d'une « noblesse de l'algorithme » et la dilution de la responsabilité des décisions vers les SIA. L'article met en évidence les risques liés au SIA à partir d'études de laboratoires traitant des effets des SIA sur la décision individuelle ainsi que les catastrophes de gestion publique liées aux recours massifs d'algorithmes, en soulignant la perte de responsabilité humaine devant les décisions automatisées.
