Abstract

Public management is currently undergoing major changes in a changing environment. From an instrumental point of view, the authors speak the shift from a logic of control, focused on internal resources, to a logic of steering aimed at encompassing all the activities and organizing the performance at all levels. In this context, this study is intended to analyze the degree of evolution of local management tools, in an empirical way, based on the case of real estate management. For this purpose, we first characterize the tools of wealth management in the context of paradigmatic evolution, from control to heritage control, according to the model of Hatchuel and Weil (1992), then we test our model of real estate management. This research use a quantitative methodology, after processing 192 responses to a national questionnaire. Our results highlight both the relevance of our research model, also the need to develop the tools of heritage management.
